Electricity transmission is becoming an increasingly important focus within the energy transition, as network expansion struggles to keep pace with renewable deployment, electrification and rising power demand. In response, policymakers and regulators are exploring new approaches to financing and delivering transmission infrastructure. This report examines the emergence of competitive transmission models, with a particular focus on the UK’s CATO framework, and assesses whether similar approaches could scale across Europe.
